Does anyone have any tips for picking the right artist as well as what questions should be asked at a shop to make sure they are up to par? I had my tongue pierced but that was a while back and I never gave much thought to all the sanitary issues.

I would say that if the shop is doing a good business that you should be fine with that shop. As far as picking a good artist most of them have a portfolio of their work for you to check out so do it!

Try to ask your friends to recommend you a good tattoo artist then go to see some of them, if you like one you take an appointment if not go to see a different one.

Like soed said the best referral that you can get is from your friends. I am sure that you have some friends that have had tats and you could ask them. Also if you see someone with some great work ask them where they went, they won't mind!

Yes, but how does one go about selecting the right artist if no one they know has any tattoos and, quite frankly, look down on people who do?

Tinternet helps magazines may be of some use visit the studios around you and look at the pictures of there work not the flasj on the wall but photos of stuff they have done.

Most tattooed people are willing to talk about there ink if you see a tattoo you like ask the wearer where he got it be polite and most people are happy to chat about ink.

That is certainly welcome information and supports my own personal beliefs. I'll keep that in mind the next time I meet someone with any tattoos.
