artistic inc in helen georiga has an absolutely badass staff. but in my personal experience todd from conneticut is the best he's reasonable on price and brilliant with design if you have even the foggiest idea of what you want give him ten minutes and its right in front of you. in about an hour he got 1/3 of my sleeve (negative tribal) from shoulder joint to about 1 inch above elbow. seriously i fell asleep just the best experince i've ever had out of all of my tats and artists.
